Not my specialist field but I believe that 'inshore' is defined as within 12 nautical miles of the mean low water mark? As for the discard / quota situations it's yet more political madness I read recently that cod in the North Sea are back on the endangered list only a few years after they had allegedly recovered, so presumably this mad system has failed to properly protect their sustained future again?
It's beyond time that we stopped raping the environment - forget the 'tradition' and relatively low levels of employment, our seas need to be left fallow for a minimum of 5 years in the opinion of many who know better than me. We are leaving a legacy of utter despair to following generations!
