Posted: 17 Jun 2013, 22:40bass man is right its the gill netting that needs to be stopped that is doing the main damage to the bass stocks but the taking of under size bass can not be stopped when a long line is in the water or a under sized mesh gill net . i do think it should be catch and release zone with the good people from angling addicts working together with the IFCA and the police and tackle to stop the problem not to brush it under the carpet of the law and it might be a good thing for all fish if there was a bag limit for all sea fish we need to see the sea is in a bad way and its up to us anglers to help not make it worse and we can by getting together to put a stop to the cruel and the stupid way of taking shore fish BAN SET LINES AND ALL SHORE GILL NETS

Posted: 17 Jun 2013, 23:19that phone number is all well and good paul but the IFCA won't listen like the rest havent, it will go on all the time untill one of these so called goverment groups prosecute some people and make an example, these people are breaking the law, two kids with ifca badges won't stop em as no one has in the past

Completely mental it was allowed to go on for so long really. As you say the issue was being able to prove they had done anything wrong... Now, if they are caught with a rod and line down there they should hopefully be prosecuted - Fish or no fish!
They really need to lock the far gate for a start so there is only one way out...
Having spoken to the IFCA troops it would appear that their first line of policing is going to be education of the perpetrators. I suggested they fine anyone with bass the same way they would if it were sea trout. Not only that push for the severest fine and any other measures (confiscation of tackle and car). I doubt education is likely to dissuade anyone from fishing. It will take someone to be prosecuted to have any impact at all. If they were dealing with reasonable people I would say education might be the way to go. Unfortunately, these are not reasonable people or they wouldn't be taking the fish in the first place. The IFCA will appear weak and without teeth which will encourage the law to be broken.
On the subject of the gate being locked. Doesn't the gate belong to the power station?

I can confirm that the NWIFCA are conducting regular enforcement patrols in the Bass Nursery Area and so far have seen a high level of compliance.
For those asking questions about enforcement and prosecution, the NWIFCA works according to a Sanctions Policy that ensures it operates to the Hampton Principles of Better Regulation (available on the NWIFCA website here: http://www.nw-ifca.gov.uk/pages.aspx?fo ... usrflc=204). We are focusing on making those who fish the area aware of the ban in the first instance.
We would not want any members of the public to place themselves at risk in order to collect information on the Authority’s behalf – if you have information you feel is relevant, please contact the office on 01524 727970
Enforcement presence at Heysham will continue to form part of Officer’s regular duties across the whole NW district and will be routine, ad hoc or intelligence led.

Dear Mr Chapman,
Thank you for contacting the North West Inshore Fisheries Conservation Authority (NWIFCA). The authority is also pleased that Byelaw 5 is now in place.
Should you observe any activity at Heysham that breaches NWIFCA Byelaw 5 then please contact using the following contacts:
* the Carnforth Office on 01524 727970
* the local Inshore Fisheries and Conservation Officer (IFCO) J. Moulton on 07880386950
Any intelligence on activity within the Byelaw 5 box is appreciated.
Please be advised however that IFCOs have enforcement powers conferred under section 166 of the Marine and Coastal Access Act 2009. NWIFCA would not want any member of the public to place themselves at risk in order to collect information on the Authorities behalf.
NWIFCA works to a sanctions policy that ensures it operates to the Hampton Principles of Better Regulation, this is available on the NWIFCA website here: http://www.nw-ifca.gov.uk/contents/imag ... ix%203.pdf . This outlines how the various sanctions can be utilised, including a prosecution being pursued.
Enforcement presence at Heysham will be conducted by 4 IFCOs based locally and will form part of their regular duties across the whole district. Presence will be routine, ad hoc or intelligence led the latter of which the public play a role.
